An additional two individuals have been arrested related to a theft at London's Heathrow Airport where 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of robbery and assault and a 23-year-old woman was arrested on suspicion of conspiracy to commit robbery. Both individuals remain in custody, the force said.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the attack, a pair of female travelers were robbed of their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the injured in the event. Five people were taken to the hospital for treatment and were later released.

Police detained a man in his thirties on suspicion of theft and assault close to the scene. He was subsequently released under investigation while inquiries continue.

Authorities were alerted at approximately 08:10 GMT following reports of several individuals injured by a noxious substance believed to be an irritant spray.

The assault - which authorities stated was isolated and not considered terrorism - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 car park for a short time.
